A GST dispute must be analysed by transaction, tax period, statutory provision and procedural stage. A reconciliation difference is a starting point for investigation, not a substitute for the statutory test. Keep liability, interest, penalty and available procedure separate in the working file.

01. Define the audit perimeter and period

Identify the authority, registrations, financial years, requested records and procedural stage. Separate an information request from a formal allegation or demand. Record who is authorised to respond for each registration and how central and local teams will reconcile facts. The scope should be clear before large volumes of data are disclosed.

02. Trace shared costs and inter-unit treatment

Review the actual nature of each common cost, allocation, service and supply. Examine the applicable distinct-person, valuation and credit-distribution requirements for the period. Do not assume that one allocation key or one treatment applies to every expense. Keep the commercial rationale, tax analysis and accounting entry connected.

03. Use a controlled response set

Maintain a versioned index, consistent definitions and a log of submissions. Explain changes between drafts and correct errors transparently. Ensure that an answer given for one GSTIN does not contradict another without a reasoned explanation. Limit disclosure to the lawful request while preserving cooperation and the required records.
